Uber in Portugal: Airport Pickups, Ride Options, and Fares

You land in Lisbon, open Uber, and the app sends you to a pickup spot you can't see from arrivals. Or your phone has no data, and the driver can't reach you. The short answer: Uber in Portugal works much like at home, with UberX and other classes at Lisbon, Porto, and Faro airports. At Lisbon Airport, Uber and Bolt riders are picked up in a dedicated zone on P2, Level 2, at arrivals level, says ANA, the airport operator.

App rides run under Portugal's TVDE law, amended in 2026, and taxis got a new national tariff on October 23, 2026. Both are covered below, checked November 6, 2026.

In short:

  • Uber lists UberX, UberX Priority, Wait & Save, Green, Comfort, Black, UberXL, and UberXXL at all three airports. Porto adds Intercity versions.
  • By law, the app must show the price first and also offer a fixed price. You pay only electronically, through the app.
  • Uber's Portugal airport pages show no average prices. Taxis now start at €2.00, then €0.58 per km and €0.28 per minute in weekday daytime.
  • In the Algarve, neither Uber nor Bolt publishes a coverage map, so check the app in your town.

Uber ride options in Portugal

Uber's pages for Lisbon (LIS), Porto (OPO), and Faro (FAO) airports list the same eight options: UberX, UberX Priority, Wait & Save, Green, Comfort, Black, UberXL, and UberXXL. Porto also lists Intercity versions of UberX, UberXL, UberXXL, Comfort, and Black. The pages name Uber Pet for riders with a pet. Taxi is not an option on the Lisbon Airport page.

Uber says UberXL takes up to 6 people, and UberXXL guarantees trunk space. The pages show no prices. The app gives the cost of each option once you enter your trip.

That is a big difference from Italy, where the cheapest Uber is a licensed taxi, as our Uber in Italy guide explains. In Portugal, UberX drivers are certified by IMT, the national transport agency, and must have held a license for over three years.

How TVDE rides work: what the law gives you

Uber, Bolt, and similar apps run under Law 45/2018, the TVDE law. Law 59/2026 amended it, and the new text took effect on September 1, 2026. For a rider, it means:

  • App only. TVDE cars can't pick up people who wave them down, and they can't wait at taxi ranks.
  • Price first. Before and during the ride, the app must show the total, the platform fee, and the rates by distance, time, and surge factor. Surge pricing is allowed only if the factors are shown first.
  • Fixed price. For any route, the app must also offer a fixed price. Accept it, and that is what you pay, however long the ride takes.
  • Fee cap. The platform's cut is at most 25% of the fare, before VAT.
  • Electronic payment only, processed through the app.
  • Know your car. The app must show the driver's photo and TVDE number, plus the car's photo, plate, make, model, and year. If a licensed taxi takes your ride as TVDE, the app must say so.
  • Car rules. Portuguese plates, up to 9 seats with the driver, under 10 years old (12 for electric cars), and insurance that covers passengers.
  • Sticker. Each car carries a fixed IMT sticker, visible from outside. The 2026 law adds a QR code to check the registration, but its design is set by a separate order, so don't expect it on every car yet.
  • Help and records. An emergency button calls the authorities and shares the car's location. A complaint button links to Portugal's electronic Complaints Book. After the ride, you get an electronic invoice with route, time, distance, and price.
  • Video. If an app offers in-car video, it is off by default, needs both sides to agree, records no sound, and is kept no more than 30 days unless there is an incident.

Airport pickup: Lisbon, Porto, and Faro

Lisbon (LIS). ANA says Bolt and Uber pickups are in a dedicated area on P2, Level 2, at arrivals level. Drivers drop departing riders at Drop Off 1 or Drop Off 2, next to departures. ANA posted this on March 13, 2025.

Porto (OPO). The airport's parking tariff, in force from October 1, 2026, lists a car park called PU PICK-UP, reserved for TVDE cars. It doesn't say where it is, and we found no ANA page with directions. Follow the pin in the app.

Faro (FAO). We found no pickup location on ANA's or Uber's pages. Uber says flight tracking tells your driver if you land late.

Uber's general pickup advice: follow the instructions in the app, and look for signs to rideshare pickup zones. To skip the taxi line, reserve a ride for your landing time. Uber Reserve works up to 90 days ahead.

The pin, the car photo, and the driver's messages all need mobile data. Don't count on terminal Wi-Fi once you walk out to a car park.

Uber in Portugal price vs. the taxi meter

Uber posts average airport prices for Rome and Milan, but its Lisbon, Porto, and Faro pages showed no amounts on November 6, 2026. So we quote no Uber price. Compare the app's estimate and its fixed price with the taxi meter.

AMT, Portugal's transport regulator, set new national taxi rates in Regulation 1324-A/2026, in force since October 23, 2026. Meters have 90 days to switch, so until about late January 2027 a taxi may still run old rates.

ItemFirst-year rate
Start fee€2.00
Per km, any time€0.58
Per minute, weekdays 7 a.m. to 10 p.m.€0.28
Per minute, weeknights 10 p.m. to 7 a.m.€0.35
Per minute, weekend and holiday days€0.42
Per minute, weekend and holiday nights€0.49
Booking by phone or app€0.80 extra

The three higher minute rates are our math: the regulation multiplies the weekday rate by 1.25, 1.5, and 1.75. First-year rates include a 9% cut from the full €0.73 per km and €0.34 per minute.

  • Tolls are added on top of the meter.
  • Groups. In a taxi for more than 4, the start fee and per-km rate double, but only when more than 4 people ride.
  • Local fares. Cities and regions can set their own. Where an airport has both fixed fares and the meter, you choose, and both must be posted at the pickup point.

By our math, a 10 km, 20-minute ride on a weekday afternoon is about €13.40: €2.00 plus €5.80 plus €5.60, before tolls.

The regulation doesn't say whether taxis must take cards. Ask before you get in, and carry some euros.

Bolt and FREENOW

Bolt. ANA names Bolt with Uber at Lisbon's pickup zone. Bolt's list for Portugal includes the Algarve, Aveiro, Braga, Coimbra, Évora, and Ericeira, among others. In the Algarve, it lists Economy, Bolt, Premium, Child Seat, Van, XL, Green, and Pets. Compare its price with Uber's before you book.

FREENOW. We could not confirm it works in Portugal. Its Portuguese pages returned "not found" on November 6, 2026.

Uber in the Algarve and small towns

Uber's Algarve page says you can ride around Faro "anytime, 24/7." It names places such as Albufeira, Lagos, Loulé, Tavira, and Praia da Rocha, but shows no coverage map. Bolt's Algarve page lists trips from Portimão bus station to Faro, Lagos, and Albufeira, with no coverage list either.

Uber's Lisbon page also lists Coimbra, Aveiro, Évora, Leiria, Beja, and other cities. A city on a list is not a car near you. Neither app says how many cars run in a small town or late at night. So in a beach town or village:

  1. Open Uber and Bolt where you stay, before you need a ride, and see whether cars show up.
  2. For an early flight from Faro, reserve the ride ahead.
  3. Ask your hotel for a local taxi number as a backup.

Paying with a US card

TVDE rides are paid electronically through the app, so you can't pay the driver in cash. Add your card to Uber and Bolt at home and check that each app accepts it. Ask your bank about foreign transaction fees on euro purchases.

Mobile data for Uber in Portugal

If your US plan already covers Portugal at a price you like, keep it. Local SIMs and carrier eSIMs are in our Lisbon airport SIM guide, with the hours of the Vodafone points in Terminal 1.

A Moosetrip eSIM for Portugal is data only and runs on Vodafone and NOS. You install it at home over Wi-Fi with a QR code. Days start at your first connection in Portugal, and your US number stays on as a second line. Your phone must support eSIM and be unlocked, so check your phone first. As a generous estimate, 1 GB covers about 5 hours of maps and taxi apps.

Plan, price on 2026-11-06Price
1 GB, 7 days$3.50
3 GB, 30 days$7
5 GB, 30 days$9.50
10 GB, 30 days$15.50

If you run low, add data to the same eSIM.
